I was experiencing the same issue after installing Windows 8.1 Enterprise N. The solution in the end was to install the Media Feature Pack which installs Windows Media Player and associated technologies, the Music app then launched no problem.

Given the focus in Windows 8 on making media consumption easier its a shock that Microsoft can't get their Music app to work.
